Can someone refer me to a resource listing what banks are covered in each Fed Reserve check processing office? For example, how would I find out if a bank in DE is in the Third District MO processing region if I didn't have the routing number? Thanks.

You can find the routing number (if an ACH participant) here if you have name (part) and city, state.

Some of the individual FRBs have on their pages a list of all banks in their district. Depending on which region you are in, try your FRB's web site. You might also try a web search for, say "Federal Reserve Bank St. Louis bank routing numbers" or something.

Pulling people out of the ditc...
there is not one all-encompassing site that lists banks routing numbers, at least without paying a fee. If you want to know if a bank has an RT for fedwire or ACH, you can go here http://www.fededirectory.frb.org/

Otherwise, you will need to subscribe to TFP, Lyons, or some other provider.

Thompson has a directory of banks' RT numbers for checks that you can order, and the ACH and Fedwire numbers are on the FRB's webisite shown in the above post. It is possible that a bank could use one number for checks, one for ACH and another for Fedwire, so it all depends on why you want the routing number.

Is there a place where you can get the first 4 digits of all the bank routing numbers in your Fed's District? I tried looking on the Philly Fed website and I can't find it. I'd appreciate any help!

Having this routing information available is how the banking directory companies make money. It's a good investment in order to answer questions like this.
