Wonder why they don't calculate the positive responses as a percentage of the number of queries (names lilsted X financial institutions contacted) it took to generate them? Maybe they should also do a calculation of the number of man hours banks donated to the process and calculate whether, at a $2 an hour, any law enforcement agency would have considered this an effective cost/benefit exercise if if was part of their budget.
