My bank has not done any loan advertising for the last few years. Now we are working on a mailing. I seem to remember from a long time ago that if you purchased a mailing list you needed to mail to every address on the list. I can't seem to put my finger on where I have read this. Maybe I am wrong. Can someone point me in the right direction? Is there guidelines for purchased mailing lists?

Just some thoughts off the top of my head. Aside from the Reg P considerations and any pre-screening (if involved), I think consistency is the key. If you decide to not send mail to everyone on the list, that decision should be backed by objective reasoning. Be careful with geography-based decisions as they could exclude a disproportionate amount of members of a protected class and be seen as disparate treatment or redlining depending on the demographics of those areas.
