I am reading in the FFIEC Guide to CRA Data Collection and Reporting on Pg. 48 of Appendix B that on the Schedule RC-C part 1, item 1b is "Loans secured by farmland (including farm residential and other improvements). This is also stated on the actual schedule itself. However, in the Item Instructions for Part I of Schedule RC-C it does not mention anything about farm residential either in the inclusions or exclusions.

What is the guideline for farmland that includes a dwelling?

Anybody have any guidance on farmland that has the residence on it? Is it a loan secured by farmland or secured by a 1-4 family dwelling?

See page D-6 in HMDA Getting it Right. It states:

"Farm Loan. A loan to purchase property used primarily for agricultural purposes is not a home purchase loan even if the property includes a dwelling. An institution may use any reasonable standard to determine the primary use of the property, such as by reference to the exemption from Regultaion X (Real Estate Settlement Procedures, 24 CFR 3500.5(b)(1)) for a laon on property of 25 acres or more. An institution may select the standard to apply on a case by case basis."

This might help you to determine which you report as farmland and which you would report as 1-4 family.

If we have a loan secured by farm land including their residence, and customer wants to refinance and purchase a combine, is this reported on HMDA?

Yes this would be reportable as a refinance if the new loan is also secured by the farmland with a residence.
