I've looked through all the HSA materials I can find, and I'm not really finding answers - perhaps I'm just missing it.

If your bank offers HSAs:

1) Do you charge a fee (monthly, annual, etc.)?

2) If you charge a fee, do you bill for it, or is it automatically charged to the HSA? (Can we auto charge it?)

3) If you auto charge it to the HSA, what happens if there are not enough funds in the account to cover the since we cannot overdraw an HSA?

We offer HSA's for which there is a one time set up fee. We do not charge any other fees.

HSA expenses are categorized as either "sales charges & commissions" or "administrative fees."

Sales Charges & Commissions are paid directly from the HSA, as they are a part of the cost of the investment within the HSA. If an HSA owner pays these costs out of pocket the HSA Custodian would have to report the payments as HSA contributions, which could result in an excess contribution.

Administrative Fees can be paid either directly from the HSA (not considered a distribution but reportable on the 5498-SA) or can be billed directly to the HSA owner and paid with non-HSA assets. If HSA fees that have been paid by the HSA are reimbursed by the HSA owner they are to be considered a contribution.
