When conducting a Comparative File review should you review loans that are sold on the secondary market or our reviews generally limited to loans that are portfolied due to the fact that they don't comply with investors' underwriting criteria and therefore are "exceptions" to policy?

The review should not be limited to just the portfolio loans.

It will depend on what you are testing for. At some point you will want to test secondary market loans against portfolio loans to test for steering, etc.
