Would there be any rule or law against allowing a minor only to endorse a check? The check was made payable to the minor or a parent.

Not a problem since the check was made payble to the minor OR the parent. Either one of them could endorse.

Minors can't enter enforceable contracts. But endorsing and cashing a check is not entering a contract. If you can ID the kid and he one she can sign, you can cash the check if you're satisfied with the risk.

Said differently, the minor would be picking up the endorser's obligation and giving the endorser's warranties. The question is, if push came to shove, would you have a way to enforce them? Minority might not be the issue, but a willingness to sue a kid might be.

Depending on the circumstances, there is a dollar amount where I would require the adult's signature.

I would also look at State Law. A minor can open a deposit account in our state without their parents.

As they can in GA and they will be treated as adults under that law.
