Sorry for the stupid question. If a person withdraws more than $10,000 in cash from a joint account do we still report both owners on the CTR?

You would only report the person withdrawing the cash. If they were making a deposit into a joint account for an amount that was reportable, then you would report both persons on the joint account because it would be benefiting both parties.
