Does an elevation certificate on FEMA form 81-31 mean anything as far as requiring flood insurance goes? I have never seen an elevation certificate before-are they always on the FEMA form? I know having a elevation certificate doesn't get you out of requiring flood insurance, I just didn't know if this one on the FEMA form was any different.

Tom, as for as I know this does not hold any more weight than any other elevation certificate.

The only way I know to avoid requiring the insurance is when a LOMA or LOMR has been issued.

Between the lines
The elevation certificate may help the owner in lowering his premiums, but the insurance is still required.
