What you need are procedures for describing how inventory is secured, who has the authority to issue cards, how separation of powers are managed to ensure that the person issuing the card is not the same person submitting an application to ensure that one employee cannot embezzle funds from customers by creating and using a card themselves that a customer did not request.
This is a safety and soundness, not a compliance consideration.
