Must a bank comply with RESPA escrow rules when establishing an escrow for a non-RESPA, non-HPML consumer RE loan? If so, will you point me to the regulatory citation? I'm not finding it.

If the loan is not covered by RESPA, any escrow account would be a matter of contract.
