We received a lien from the Attorney General's office naming a specific account on which to place the lien and that account is dormant. If we have not had contact with the customer in the next 10 days it will be escheated to the State. Does the lien trump the rules of escheating to the State? Or do we report the account as dormant.

If there is an issue it is based entirely on the law of your state and we don't know which one you are in. Please re-post your question in your state's forum.

Just an observation, escheating the funds after the state has placed a lien on them would be an uncompensated assumption of risk.

It would be gutsy to do otherwise!
