Which regulation would govern that homeowners insurance (not flood) must be in place at the time of close?

No federal regulation that i'm aware of; more of a safety and soundness concern i would think.

1024.37 would apply to the force placement of insurance.

As Raitchjay stated there is no regulation (unless it might be state) that requires non-flood homeowners insurance. It is a S&S issue as stated.
