I've read the IRS Publication 969 looking for information regarding Administrative fees and have been unable to specifically locate what are considered administrative fees. Does anyone know of a FAQ or other publication that specifies if check orders are Administrative Fees? My understanding of the publication is that admin/maintenance fees should not be included on a 1099-SA. Does anyone have any information regarding these fees? Any suggestions for how to keep them from showing as distributions? Thanks for any input!

I would classify them as account maintenance fees and exclude them from distributions. I could not find anything referring directly to check ordering fees.
