We have a conservation group that owns land and has a lodge that is rented out from time to time by members for camping excursions and what not. Is it a dwelling, sure, it has a fully functioning kitchen, bathroom etc...but to me it seems transitory in nature because it is rented out to the organization's members.

I agree. We would treat this as transitory housing and not consider it a dwelling for HMDA.
