I have been search IA Code but have not come across anything yet. Are there any restrictions that limits a bank to lend only 50% of face value of another bank's stock?

I didn't see anything either - but you will need to abide by Regulation U if the transaction is to carry the stock and it is a marginable security - which would limit you to 50%.
