Is a deposition subpoena or a civil subpoena subject to the Right to Financial Privacy Act? We think that it is not because it's from the State.

Unless your state has its own version of the federal RFPA, a civil subpoena from a state court or from an attorney in a state court case isn't subject to RFPA rules.

Put another way, the federal RFPA only covers subpoenas and similar requests for documents from a federal agency (other than the IRS).
