Can a credit card change in terms be sent via 3rd class mail? What is the industry standard class when sending CIT - first class mail or third class mail?

The regulation only mentions when you have to deliver or mail notices. If you are comfortable that it might take 2-4 weeks for Marketing Mail (formally Third Class) to be delivered to your customers, then technically you probably meet the regulatory requirements.
