In reviewing an client's account, we noted that on his checks, front & back, he has stamped "All Rights Reserved without prejudice: No Assumption: Without the United States - 28 USC 1746(1)" Has anyone seen this and what does it mean in this context? He also stamped it on his wire form. Some of the checks were deposited to another bank.

28 USC 1746(1) If executed without the United States: “I declare (or certify, verify, or state) under penalty of perjury under the laws of the United States of America that the foregoing is true and correct. Executed on (date).
(Signature)”.
