Does anyone issue debit cards to minors? We offer student checking accounts to minors 16 years of age or older, but require an adult to be on the account. We are getting more requests for minors under 16 y.o. to be issued debit cards? What are the risks you've considered? Do Visa/Mastercard have any regulations about age requirements? What liability does the FI hold if a minor disputes transactions as fraud? Since the adult on the account isn't technically the cardholder, can the minor sign a dispute form?
