The facilities you reference are public health facilities.

• Emergency medical care, including medical facility services and supplies, temporary medical facilities, and enhanced medical/hospital capacity;
• Purchase and distribution of personal protective
• Assistance to state, tribal, territorial, or local governments for emergency management and to support communications of general health and safety information to the public."
Remember too that the 4th definition of "community development" is "revitalization/stabilization" and this involves attracting people or businesses to "areas targeted by federal, state, local or tribal government". So the project could very well qualify under that definition. Is the the middle-income tract a nonmetropolitan distressed or underserved tract"?
