Does anyone recall a Bank that received a downgraded Lending Test Rating due to public comment from third-party as opposed to a customer complaint? Or have regulators mentioned public comments during a Performance Evaluation without affecting the Lending Test Rating? Thank you in advance.

You would probably just have to do a search for Needs to Improve evaluations and see if comments were mentioned in any of them. Comments were mentioned in this one, but it is hard to say to what impact: https://www.occ.gov/static/cra/craeval/Jun20/703866.pdf

The OCC, Fed and FDIC all maintain searchable archives of their CRA evals, and one of the search criteria you can use is the rating, so you can pull up a list of needs to improve or substantial noncompliance ratings and sort them chronologically. You can pull down a PDF of any evaluation issued in the last several years.
