Construction of home delayed by weather, and vendor increased the cost of appraisal by $100 during this time. Any possibility that this cost increase is a changed circumstance due to the construction delay?

Is this for the permanent loan? Is it more than 60 days prior to closing and you included the proper clause in the Loan Estimate?

Then I do not believe that a vendor raising their prices is a valid changed circumstance.
