Can a closed end consumer non real estate adjustable-rate loan be tied to an internal rate? Such as a savings account for savings secured loans? Or does a consumer loan have to be tied to a published index like WSJ Prime?

No prohibition as far as I am aware. In Texas, loans over 10% are governed under a separate chapter of the Texas Finance Code however.
