Our bank is considering offering debit cards to kids as young as 13 years old. Do other banks have any experience with a potential increase in Reg E disputes or losses associated with minors having debit cards? Any recommendations you have like putting the parent name and child's name on the debit card titling. We would not allow overdraft and we would set our POS and ATM withdrawal limits to about $100 per day. With fraud so prevalent, we would love to hear what other banks are experiencing and if minor's having debit cards heightened risk and losses for your bank. Thank you!

Please talk to your bank's legal counsel about the plan. You need to understand the circumstances, if any, under which a minor would be legally responsible in your state for overdrafts in the account (they can occur even if you don't permit overdrafts when a debit card is involved). There can be challenges even if you require that the accounts are joint with a parent or other adult, depending on state law.
