Our bank owns an insurance company. We recently started a referral program from our employees to earn referral fees for referrals to CSR's, lender's, etc. Are there any regulations that prohibit our insurance employees for participating in this?

Insurance activity is regulated at the State level. As long as the payment for referrals do not cover loans subject to RESPA, then I cannot think of anything that would prohibit it at the Federal level.
