How can we limit access and transaction activity on stored value cards that are now considered dormant (over 1 year w/ no transactions or inquirey)? There is not any application or signature card to place under dual control (everything is on the computer) The transactions are debited or credited from or to the card like a credit card transaction.

I'm not sure that you can, or at least that you should. They have been marketed as being "as good as cash", so suspending their validity would be, at least, a breach of good faith.

Imagine, what if one of those cards has been given to a child to use in case of dire emergency, and when they try to use it it won't work because of you have suspended it?
