If I have a letter of credit (which qualifies under the definition of community development) which was extended in 2004, but has not been advnaced yet, can I still count that letter of credit amount as 2004 community development loan?

Technically it is an outstanding obligation of the bank and carried as a liability for the full amount.

It just has not been drawn on. So IMO count it if it qualifies.

They're an optional reporting item anyhoo Dave. So in that case any that have CD value would be acceptable to submit for CD Credit.
