I understand that when there are joint applicants for a loan and it is denied because of credit, an adverse action notice should be provided to each applicant. I am having problems finding this within the regulation itself. Could someone provide me with the exact cite code? Thanks for your help.

It's actually a FTC interpretation (the Stinneford letter, dated July 14, 2000) that said you must tell EACH person who has a credit report that was used adversely against them. If you go to the FTC website and do a search for Stinneford, you'll find this interpretive letter.

Remember the definitions here. A Reg. B adverse action is not an FCRA adverse action. The FCRA requirement is a notice about the credit report. Reg. B's is why they were denied credit. The FCRA is often on the Reg. B's, but that isn't a requirement, but a convenience afforded to us. Stinneford, as David mentioned, took away some of that convenience.
