The question was raised that we might be in violation of our contract with Visa by refusing to make cash advances for non-customers. Anyone have any experience with this area?

Our contract with Visa/MC requires that we do cash advances for all customers. We can set a maximum of $5000.00, but not less, and we cannot assess a surcharge for providing the service to customers or non-customers.

Did you read your contract? It's probably spelled out very clearly. (Just a thought, sometimes an obvious solution is not always obvious.)
