Is there a regulatory requirement to have a board approved/appointed CRA officer for an ISB?

No. There is no regulatory requirement that a bank have a CRA Officer. However, it is a good practice to have some designated who is familiar with the bank's CRA activities and can intelligently interface with the bank examiners.
