We have a CD that is variable based upon the 91day T-Bill rate which changes weekly. If we want to change the amount of the margin on existing CD's would the 30 day notice requirement under Reg. DD apply?

I don't believe you can change mid-contract on a CD. You will have to wait until the CD matures.
