We have a branch that wishes to contact their IRA customer base by telephone to invite them to an "Investment Day" being held at that specific branch location by our subsiduary investment division. Can our customer base be segregated by only contacting those branch customers; or do we have to solicit the IRA customer base for the entire financial institution? Where can I find information regarding this situtation in the regulations?

There is no regulatory guidance on this issue and it should not be a problem. Make sure you abide by any "do not call" provisions that may apply.
