Is a $75 gift card given to the customer when they open a home equity line of credit considered a bonus?

Or, are give-a-ways only considered bonuses when given away on "deposit" accounts and not loan accounts?

The term "bonus" is only defined in Reg. DD in relation to deposit accounts.

You can call it what you will on loans and so long as you're not violating a RESPA requirement you're OK. In this case, you are giving it to your borrower, and there is no third party issue, therefore no Section 8 problem.
