Regulation CC states that a local check is a check that is in the bank's region. Does this mean the FR branch or the district? For example we are under the Seattle Branch but included in the 12th district (San Francisco), so would our local checks be all the checks processed in the 12th district or only those assigned to the Seattle routing numbers?

I assume all of your bank's branches are located in the geographical area served by the Seattle check processing region. Go to Appendix A to Regulation CC, search on the page for "Seattle" and note the list of partial (first four digits) bank routing numbers there. Banks with routing numbers starting with those digits must be treated as "local." Anything not there may be treated as non-local.

So local is FR Branch then, and not district? I am in the 8th district which has 2 FR Branches. Local for me is just the ones listed under my FR Branch and doesnt include those in the other?

Just one additional piece of information, OVERWHELMED: Your bank is free to include more institutions as "local" if it wishes. And I suggest you keep a close eye on any changes to Appendix A to Regulation CC. The Fed continues to consolidate its regional centers as check volumes diminish.
