Chapter 167E Section 11(b) was apparently changed in 2000. It refers to " guidelines established by the commissioner" Where can I find these guidelines.

The Commissioner has only offered one comment on this. It's on the Division of Bank's Web site in their "Digest of Opinions" section, third quarter 2000.
