I read the disucssion in the BSA forum, but I think they are missing your point about this only being valid for 15 days. We are struggling with accepting this as ID. If we do, do we require the customer to bring in the permanent ID. If so, that would be a manual tracking process and we know how difficult it is to get more information later. Also, what if the permanent is not issued for fraud reaasons, I don't know how we would ever be aware of that.

I would like to see other PA banks weigh in on this.

That's my reason for wanting to follow up by getting the permanent id- it is the only way we can know that the final id was issued.

So, are you accepting the temporary card as acceptable for CIP for opening account? We are considering not accepting the temporary at all, just the permanent card.

I considered that as well, but decided against it, because the standards that are currently used by the DMV to issue a license/id will still be the standards for receiving a temp under the new system. It's just that the new system adds an extra layer of enhanced verification after the fact.

The two most common circumstances I see for encountering a temp id will be new PA residents and first-time drivers. The former will typically have a valid license from their previous state, or other id that is acceptable for our CIP, so the temp id will be a non-issue in the majority of these cases.

The latter will mostly be kids, and that is where I expect most of the followup to be required. I don't want to create a scenario where we are telling them that they have to wait two weeks to open an account, thus prompting them to go to the bank across the street instead. We'd effectively be cutting off a segment of our population with that approach.
