The only thing I found under Wisconsin State Law regarding payroll is that employees must be paid at least monthly, unless they specifically request to be paid less frequently. Like a teacher wanting a lump sum at the end of the term.
I believe the bank can choose to pay the employee any way they want, so long as all employees are subject to the same rules. I would think, if the employee does not have an account at the bank, that one would be opened free of charge for them to receive their wages.
I would think you could charge for a paper check to be cut. Cutting and handling a check is extra work. I mean, if we can charge a loan customer a higher rate if they don't sign up for auto transfer, I would think you could charge for handling a separate check, when most of the other payroll is direct deposited.
