IMHO - creating any type of instruction manual for your MSB customers may cross the line by providing advice that may be considered legal in nature or even if not and they follow the guidance you provide and it is wrong or they misinterpret it, you are setting the bank up for a hefty lawsuit. They should be seeking their own counsel on these matters.
