Per the recommendation of information found on BOL, I utilized the "Certificate of Compliance With the Right to Financial Privacy Act of 1978". Our local authorities have been advised from their managing associate judge to refuse to sign this form. Can you give me suggestions?

Local and state authorities are not subject to the federal RFPA. It only affects the federal government and its agencies. So I am not surprised that local authorities are loath to sign your form.

You will want to check your state law to see if you have a state financial privacy act that governs access to customer information by state or local government authorities. For example, our state (Oklahoma) has a certificate of compliance requirement for state authorities that parallels the one in the federal law.
