Debit cards for Foreigners

Question: 
Are there any regulations or laws out there that deal with giving a debit card to a foreigner without a social security number? I am having trouble getting started.
Answer: 

Check your card issuer rules. For example, standard VISA debit cards could only be issued to US citizens (a few years back) unless they have changed their rules. You would have to issue international VISA cards and the price for that agreement was prohibitive for the bank which I worked at the time.
