Answer:
Yes. If a customer opts-in, they need to get a benefit. When they have a courtesy overdraft limit, they get a cushion, which is the benefit. If you take that cusion away, they no longer get a benefit from being opted-in. Thus, you cannot charge for one-time debits or ATM transactions.
