I am conducting an internal audit for a financial institution on Reg E - Electronic Fund Transfer Act. In 205.10(e)(2), it states that no financial institution or other person may require a consumer to establish an account for receipt of electronic fund transfers with a particular institution, as a condition of employment or receipt of a government benefit. I interpreted this that a financial institution cannot require a new employee to establish an account in order to receive a paycheck. Is my interpretation correct?

We are looking at offering a stored value card that will allow our business customers to direct deposit payroll to this card, in a master account, rather than issuing a check or direct depositing to an individual's account. The business issues the card to the employee and they use the card just like a debit card. What disclosures are needed for this product and would these be issued to the business only, since they are our customer, or would it need to be issued to the business and each employee that receives a card?

We are a small community bank and we are working on offering e-banking products. We would like to be able to allow our customers to put on a stop payment online. My questions are, what are the risk in allowing this? How long do we have to get the stop payment in our core system? For example: on a Friday night the customer puts on a stop payment. We don't get it until Monday morning. What if the check comes into the bank, such as they come directly to the teller line to cash on Saturday and we do not have it entered into our core system. Would we be liable? Do we need to have some special language on our site telling our customers that there is a delay?

I currently report to the Senior Manager in charge of Technology and Operations. There is discussion about me reporting to the Senior Retail Banking Manager. I am looking for some resources that provide a discussion about the area of the bank the security officer position should fall within.
