A friend received a letter from their banking institution which informed that they would no longer offer debit cards on business accounts because of changes to Dodd-Frank. I am not aware of this. What Regulation is changing?

We are currently challenged to find a resource that will enable us to comply with the enhanced disclosure requirements (e.g. foreign bank/country fees, taxes) mandated by CFPB for consumer initiated foreign remittances. How are other financial institutions planning to meet this requirement?

We offer eStatements to customers, and send an email when the statement is available. Do we need to revert to paper statements in either of the two following situations? (1) If the email bounces back, (2) the customer does not access the e-statement? Do we increase our liability in any way if we do not monitor for either of these scenarios?

Can a client be charged an overdraft fee for a reoccurring payment using a debit card if it overdrafts the account?

There was a question in the Infovault about charging non-customers a fee for performing a cash advance when using a VISA credit card, which appears to be prohibited per VISA participation rules. However, would there be any issue with charging an ATM surcharge to all non-customers making cash advances at an ATM using a credit card (so long as an onscreen notice for the amount of the surcharge allowing the customer to cancel, was present)?

Do we need the A-9 form for HSA accounts? Our HSA accounts are housed on the deposit side and debit cards are issued. However, I know that we do not charge overdraft fees on these accounts, so I am thinking that the A-9 is not necessary? Is that right?
