I am trying to find recent cost savings for converting from paper to ACH. I have been using $.80 savings for converting a credit and $.05 for converting a debit. I think these figures came from the old Fed Functional cost analysis. Any help would be greatly appreciated.

Following up for more information to Andy's response about virus protection, http://www.bankersonline.com/security/guru2010/gurus_sec111510b.html are there any formal studies that will assist banks in product selection or vendor management in this area?

I work with commercial deposit and treasury management products. Would it be possible to provide new account documents (TandC), TM contracts, and signature card to the customer on a flash drive versus a paper copy?

We decided to not charge for debit card and ATM overdrafts, because we have had a few customers who have been abusing that, so we stopped their debit card. Now they are asking if they can get the card back and pay the fee. Can we allow them to opt in on a case by case basis?

Where can we find information about paying/returning debit card transactions? Would we have to find out from MasterCard? Management wants something in writing about why we have to pay those when a customer is already in the negative. They are worrying that we could pay something over our legal lending limit and then get in hot water with our regulators.

Reg E overdraft questions from the January 6, 2010 webinar:<ul><li>Does the reg allow you to offer the option of opting in to ATMs or to debit cards in addition to both? <li>For existing clients, can the confirmation be sent at the same time as the written notice, maybe with a tear-off section with the revocation information that the customer would keep? <li>It talks about the telephone being an acceptable method to obtain the opt-in. How would this work through a call center? Would the call be sufficient or would a written notice have to be mailed and received before taking any action from a called in request?</ul>

Management is searching for a way to use the internet sign-in process by customers (two factor authentication) as "demonstrable consent" for purposes of E-Sign. I am seeking support for why multi-factor alone cannot be used as demonstrable consent, verifying that the customer was able to receive and read materials sent to them.

We currently print the error resolution notice on the back of our E-banking paper statement. We are going to start sending electronic statements. The error resolution notice will not be included in the electronic statement. If we provide a link within the email to a page with the error resolution notice on our bank’s webpage will it suffice?

We are trying to assess the risk posed by offering remote deposit capture. Can you point us to any regulatory issuances that might be helpful? What is the associated risk with offering remote deposit capture in a US Territory…for instance the US Virgin Islands?
