If a customer files a Reg E claim and it comes back as no error found but the customer is adamant that they did not receive their money at a foreign ATM can you refund the customer their money regardless? What if the customer is a bank officer?

Is there any time limit on when a debit card transaction would not be valid if it has not cleared the customer's account? For example, a check is not valid after 6 months.

We have a customer who had his wallet stolen. He had our check card, a card from “Our Bank” and one from “His Credit Union” in his wallet. “His Credit Union” card was used at an ATM and money was taken from his checking and savings account. “His Credit Union” told him that they think it was his negligence that the card was used, so they will not give him his money back. How can we determine if it was his negligence? And he wants to put in a complaint with someone or talk to someone about this and what his liability is. Please advise me as to what agency/regulator he can contact to resolve this situation.

I am Controller at a large financial institution. Under Reg E, if someone claims fraud on a Visa debit card ATM withdrawal transaction does the $50 initial liability provision of Reg E apply or is does Visa's zero liability? Debit card was used as an ATM card.

If a customer claims unauthorized ATM withdrawals, but admits that the PIN number was with the card, can they be held responsible?

If a customer notifies the bank of an unauthorized EFT appearing on a statement (no access device involved), more than 60 days after it appeared on the statement what is the customer's liability? Are we required to investigate? Do we have to refund the customer's money?

We have a business customer whose account was charged $150 last month "out of the blue." Our customer claims he had spoken with a sales representative for the company that charged his account, but never gave him an order.The customer contacted us two days after his statement was mailed to complain about the charge. He had no way of knowing it had posted until then. I traced it back to our ACH files and saw a "CTX" transaction code. I've researched the ACH rules, and believe I can't return the transaction as unauthorized because too much time has passed. Must either my customer or my bank take this lying down?
