When paying by Credit Card, (not debit card) at [Pharmacy Store Name Withheld] in San Diego the clerk said the management tells them "they DO NOT need to view the ID of the purchaser. They have an agreement with the credit card company." Is this possible? There are actually lots of places where no one checks ID on signed transactions. How can we start a campaign to make the merchants more responsible? Obviously they know the banks will take the loss no matter what they do.

We had a person come in and request their debit card to be returned to him after it was kept by our ATM. He was alleging that we did not have a right to keep his card. Our procedures are to keep and destroy any card that is not ours. Is there a regulation that I can refer to if this ever happens again?

Is there anything in the regulations that says we must have a customer sign a form stating they want to sign up for online banking? We currently allow our customers to sign up online and our Reps then verify the information given and approve the request online. We then mail their ID and password separately to them. The customer must accept the online disclosure before submitting the request.

I oversee the bank website and have been told that new compliance guidelines will soon be in effect, making it mandatory for us to have customers use two different types of verification procedures. This would involve more than just a login and password; a second type of verification procedure would be necessary. Can you clarify exactly what we need to do to be compliant?
