Foreign ATM Reg E Claim

We have a Reg E claim for a foreign ATM. The client claims he or she did not receive all of the money requested. We did a charge back and the terminal owner refused it. Arbitration is more than the claim, do we have any other options to get this money back?

We have a customer that has filed several disputes along with a police report stating his card was stolen. After we provided him with provisional credit, his story changed with both us and the police. We know the disputes will be denied. Does the bank have any right to hold the provisional credit because of him falsifying statements?
Reg E - Non Receipt of Funds

We have a customer that reported non receipt of funds in September 2007 for a transaction that occurred on his or her May 2007 statement. Since the customer did not report the dispute within 60 days from the statement date, are we able to refuse his or her claim or do we still pay the customer back even if it's past the time frame for a charge back?
E-Statement Retention - Fed Rules

Has the Fed set out final rules on retention of E-statements yet? Until we get a final rule, what is the standard for keeping e-disclosures & making them available to customers?
Corporate VISA Cards - Non-fraud Disputes

Our credit vendor does not place disputed amounts on hold for corporate VISA cards. They continue to be included in the balance amount due and also are subject to finance charges. This is only for non-fraud disputes. This is contrary to consumer VISA cards where the disputed amount is removed from the balance and then the amount due is calculated off of the remaining balance. I am not sure which rule or regulation allows or does not allow for this. Is it safe to assume that because corporations are not protected by Reg E that this may be why non-fraud disputes are treated differently for corporations?
