ACH Transactions: Statistics Don't Lie!

If I have a checking account customer that routinely contacts the bank to revoke ACH debits and/or declares that the ACH debits were unauthorized - is there any reason why I shouldn't close this customer's account and tell them to use another bank? This pattern seems consistent over a period of months.

Conversion of paper checks to electronic checks. It is my understanding that a utilities company ie. power company has converted our customer's check to an electronic check. Please provide any discussion with regard to the utility's ability to make such a conversion. Does it matter that the check being converted belongs to the bank, ie. is a money order drawn by the bank?

Referring to transactions limitations on savings and money market accounts, are ACH debits included in the "three of the six such transfers may be made by check, draft, debit card, or similar order made by the depositor and payable to third parties"? Or are they simply included as one of the six preauthorized or authomatic transfers? We have always been under the assumption that they counted toward the six total, but not the three, but with all the new "e-check" applications that start out as a check, we're starting to question this.

What are other banks telling their customers about electronic check conversion? There has been no mention of it in the media and customers are coming back to us angry that "we" are destroying their checks and it is "our" fault. We have no idea what the vendors (American Express; Wal-Mart, etc.) are doing with their copies/images of the checks and customers are expecting us to know. Have standards been issued for the vendors as to how long or what they have to do with the check before it is electronified?
