Illegal Third Party Inducement?

We have a branch that wants to enter into a cooperative advertising venture with a business client wherein they (the business client) would deposit $100 into the account of anyone opening a new savings account. Is that an illegal third party inducement, and if not, what IRS reporting is required? Who would report it, the bank or the business client?

If the term of an advertised home equity loan is buried in the fine print rather than used in the body of the ad, is it still considered a "triggering" term that would require us to add "$xx.xx per month per $1000 borrowed" to the fine print?
Prize Drawing limitation

My bank is having a grand opening. The bank is an affiliate of an insurance company. We are planning on doing multiple prize drawings as part of the grand opening. There is no obligation to open an account or be a customer to play and win. However, for the grand prize drawing, there is a limitation that the drawing is for employees of the insurance company only. Any thoughts regarding this limitation? Also can someone point me to the regulation that prevents the bank from having a sweepstakes? I would like to have that as a reference. Any help is appreciated.

Foreign Exchange Student Account - Acceptable ID

We have a foreign exchange student who would like to open an account with our institution. He or she has no drivers license of course, so what form of identification is acceptable? The host mother stated that he or she doesn't have a passport.
